Under the direction of the Monroe Community Mental Health Authority Board of Directors the Executive Director of Monroe Community Mental Health Authority directs a large organization engaged in providing a variety of clinical, prevention, supports, and education, services to residents of Monroe County in accordance with the State of Michigan Constitution, State Statutes, and Rules and Regulations. Performs all the duties and responsibilities incumbent on the Director as Executive Director and Administrative Officer of a Community Mental Health Services Provider (CMHSP) as provided for in Public Act 258 of 1974 as amended. Organizational goals are developed in cooperation with the Mental Health Authority Board. Directs implementation of Authority approved policies. Serves as the lead person in negotiating and coordinating with regional partners in the Community Mental Health Partnership of Southeast Michigan (CMHPSM) which is the designated Pre-Paid Inpatient Health Plan (PIHP) for purposes of Medicaid funding in the CMHPSM. Ensures the Authority operates within the parameters of the contracts with the Michigan Department of Health and Human Services (MDHHS) for the funding of General Fund supported services and the PIHP for the funding of supports and services provided to Medicaid recipients in Monroe County. Provides overall executive direction to the organization. General supervision is received from the Mental Health Authority Board.

JOB REQUIREMENTS:
Education
Minimum: Master’s Degree in one of the following: Social Work; Psychology; Healthcare or Business Administration or a closely related field. Licensure /certification appropriate to degree.

Experience
Minimum: Five or more years’ administrative/management experience at the department/ program/organization level including the supervision of a large workforce is required

Preferred: Administrative experience in the area of behavioral health, human services or healthcare fields. Project management; process improvement; managing complex operational systems; budget development and/or finance administrative experience at the leadership level.

A combination of relevant education, experience and training may be considered in lieu of the above minimum requirements for this position.
