Position Summary: The Executive Director is responsible for the overall leadership and management of Woodlands Behavioral Health Network, ensuring the implementation of the mission of the organization and the strategic and operational plans approved by the Board of Directors. The Executive Director is a full-time exempt employee of the organization reporting to the Board of Directors.
PRIMARY RESPONSIBILITIES AND DUTIES:
1) Provides strategic and operational leadership and direction for the organization
a. Monitors the environment in which the organization operates, synthesizing the impacts of economic, political, state agencies, and other outside influences and ensuring these are effectively communicated to the Board and throughout the organization.
b. Ensures that all strategic and operational decisions are made according to sound business practices that will benefit Woodlands and its patients.
c. Develops and implements annual operating plans designed to achieve strategic goals and objectives and ensures recipient rights.
d. Ensures that the organization is prepared for emergency situations, both in terms of providing services to patients during emergencies and responding to catastrophic loss of data and facilities.
2) Ensures that the organization is structured to maximize its ability to deliver its services
a. Designs, develops, and maintains an effective organizational structure to carry out the mission of the organization, ensuring that roles and jobs are clearly defined and described.
b. Assists in assessing the effectiveness of internal staffing for various functions versus the use of contractors, vendors and other outside alliances or working relationships; participates in negotiations with key vendors/partners.
c. Works with appropriate staff to ensure that each function is effectively designed to meet the expectations of the function, and that jobs and roles are clearly defined and described.
d. Directly, and through subordinate managers, ensures that the proper staff are retained and motivated in each job, jobs and roles are clearly defined and described, and that performance is managed to the organization’s expectations.
e. Ensures that effective plans are in place to attract, retain and motivate the types of individuals needed to carry out the mission of the organization
3) Directly, and through subordinate key management, manages the activities of the staff of the organization
a. Ensures that all staff understand and adhere to the organization’s mission and values
b. Works with appropriate management staff to develop and implement programs, policies and procedures required to carry out the mission of the organization, as well as the strategic and operational goals approved by the Board of Directors.
c. Monitors the on-going performance of the organization, its functional units and departments and its staff; initiates corrective action as necessary in response to less-than-optimal performance.
d. Directly manages efforts to achieve key major organizational goals and objectives.
e. Directly supervises the Chief Operations Officer, Chief Financial Officer, Chief Information Officer, ……
4) Implements strategies for advocating on behalf of Woodlands with elected and appointed government officials
a. Monitors the political climate at the national, state, and local level; identifies the need to establish relationships with various agencies and elected/appointed officials and seeks to maintain the effectiveness of these relationships.
b. Directly meets with elected and appointed officials to convey factual information, as well as the opinions and concerns of the organization and the community
5) Ensures that the organization’s finances are properly and effectively managed
a. Provides general oversight of the financial operations of the organization, ensuring the preparation and accuracy of all financial reports
b. Ensures that all financial systems and controls are fully compliant with federal, state and local laws and regulations, that the organization is compliant with all reporting and filing requirements, and that effective internal controls are implemented and adhered to.
c. Oversees the development of annual operating plans and budgets, as well as adherence to same, and ensures these plans and budgets are consistent with the mission and strategic plans of the organization.
d. Monitors spending and allocation of all contractual agreements.
6) Maintains an effective relationship with the Board of Directors
a. Participates on Board committees and workgroups as necessary and appropriate.
b. Working with the Board of Directors, develops long and short-term strategic and operational plans for the organization.
c. Implements the policies set by the Board of Directors.
d. Reports to the Board on the condition of the organization and the achievement of its strategic and operational initiatives, regularly and in response to requests or changes in conditions.
7) Develops and maintains strategic and operational relationships at the state and local level that will benefit the organization and support its mission
a. Functions as the spokesperson for the organization, maintaining liaisons with community organizations and government policy bodies
b. Ensures that the organization develops and maintains a visible presence in the state and community.
8) Undertakes special projects as directed by the Board of Directors
PROFESSIONAL/TECHNICAL KNOWLEDGE, SKILLS & ABILITIES
1) Master’s Degree in business or healthcare administration required.
2) Minimum one year of experience in administrative supervision of mental health programs
3) Minimum of five years of senior management experience, including but not limited to experience with regulations promulgated by federal and state entities.
4) High level of expertise in all facets of the community mental health system, including laws and regulations, standards and protocols, organization and management techniques and other industry knowledge and skills typically acquired through a combination of formal training and practical experience.
5) Knowledge of accounting and financial analysis practices sufficient to understand financial reports and understand the impact of financial performance on the organization’s operations.
6) Computer skills including the ability to prepare correspondence and reports in Microsoft Word and summarize and report data in Excel spreadsheets.
