JOB TITLE: Contract Manager
LOCATION: Petoskey, MI 49770
REPORTS TO: Chief Operating Manager
STATUS: Non-Union, Full-Time, Exempt
HYBRID ELIGIBLE: Yes
STARTING WAGE RANGE: $48,922 – $50,898 per year

SUMMARY OF RESPONSIBILITIES: The Contract Manager is responsible for developing and maintaining NCCMH service contracts and leases, and for managing NCCMH owned and leased properties. The Contract Manager maintains and cultivates professional and effective working relationships with all levels of agency staff, vendors, landlords, payor, and contracted service providers.

QUALIFICATIONS:
Education: Minimum of bachelor’s degree, preferably in business or public administration, or other related field from an accredited college or university.
Experience: Minimum of two years’ experience working with contracts, including but not limited to: negotiating, monitoring, and enforcing contract provisions. Minimum one year’s experience working with property leases and/or property management. Thorough working experience with community mental health systems and
knowledge of associated regulatory, legal, and contractual requirements preferred.
Other: Ability to understand and develop complex legal content. Excellent technological skills including experience with Microsoft Office (Outlook, Excel, Share Point, TEAMS) and other systems. Lived experiences with behavioral health issues are valued.

ESSENTIAL JOB FUNCTIONS:
Coordinates the development, approval routing, and tracking of all contract requests, agreements, and leases. This includes procurement through RFP’s, completing contract addenda, contract renewals, single case agreements, vendor contracts, and requests for additional funding for eligible services.
Assures contracts, leases, and agreements are kept current and are written using approved boiler plates and attachments that are compliant with all applicable requirements.
Maintains accurate and comprehensive contract files, including a system for monitoring service contracts, leases, insurances, licenses, background checks, credentialing, and related data to ensure timely review and processing and that documentation does not expire.
Assesses performance standards related to service contracts and reports performance levels to management prior to contract renewal.
Assists with annual service site visits/audits. Independently audits the physical condition of Agency leased or owned foster care homes and ensures repairs are completed as needed.
In coordination with the Provider Network Manager, enforces contract provisions and compliance with all applicable laws and regulations, including but not limited to: MDHHS/CMHSP Service Contracts, Northern Michigan Regional Entity Medicaid Agreement, Michigan Mental Health Code, MDHHS Administrative Rules, Medicaid Services Provider Manual, and the HCBS final rule.
Creates and maintains provider manuals, resources, and ongoing provider communications on external agency website.

Develops and maintains NCCMH contracting policies and procedures in accordance with legal, regulatory, and contractual requirements.
Creates reports and gathers documentation as needed for various external and internal audits.
Pursues professional development through sponsored training and conference opportunities.
Maintains confidentiality of service recipients in accordance with HIPAA Privacy Laws and 42 C.F.R., Part 2.
Performs other related duties as assigned by supervisor.

PHYSICAL REQUIREMENTS:
Ability to walk, bend, stand, sit, lift up to 25 pounds with or without assistance, stretch/reach, hear, see, hand/finger dexterity and drive a vehicle. Position requires physical ability to complete and maintain certification in CPI techniques which will be a training class provided to the job incumbent. Have reliable transportation in carrying out agency duties.
Possess a valid Michigan driver’s license and have a satisfactory driving record.
Ability to work within guidelines of the code of conduct, regulatory compliance plan and personnel policies.
Supports a philosophy of service delivery that is recovery-based, person centered and culturally competent.
Adhere to applicable policies and procedures as required by MDHHS and other pertinent regulatory agencies.
