HIRING AUTHORITY: Chief Executive Officer

FLSA STATUS: non-exempt

EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The current starting time for this position is 8:30 a.m.

GENERAL SUMMARY:

Under direction, provides technical assistance in the development and oversight of policies for Macomb County Community Mental Health (MCCMH) direct and contract agencies in cooperation with Network Management, Recipient Rights, Behavioral Health Services, and Finance. Aids in research, information compilation, and analyses related to statutes, proposed legislation, standards, regulations, and judicial rulings related to mental health services. Fulfills duties as MCCMH Corporate Compliance Officer.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

As a member of executive staff, contributes to strategic planning and organizational development functions of MCCMH.

Researches, analyzes, compiles, and compares standards related to MCCMH services, categorical programs and service components.

Assists in data collection, data management, and data analysis.

Provides technical assistance and consultation for policy development.

Researches and prepares various documents, issues statements, and position papers.

Oversees the monitoring and compliance assessment activities for MCCMH.

Facilitates implementation of system-wide programs, policies, and procedures to ensure compliance with applicable federal and state laws and regulations for Medicare and Medicaid.

Writes policies and procedures that establish standards of compliance to provide guidance to management, medical staff, and employees.

Works with the Compliance Committee to communicate compliance programs, including written materials and training programs, designed to promote an understanding of compliance issues.

Oversees the usage of the compliance hotline, maintaining the confidentiality of information provided.

Maintains a system of reporting that provides timely and relevant information on compliance issues. This includes reporting to the MCCMH Board of Directors.

Reviews complaints, concerns, and questions relative to compliance issues, providing consultation and support to all entities involved.

Ensures that internal controls throughout the system are sufficient to provide accurate, complete, and compliant programs.

Acts as the Privacy Officer for MCCMH and provides ongoing staff training and technical assistance.

Completes routine reports for the Michigan Office of Inspector General (OIG).

Provides guidance, direction, and feedback on employee performance.

Operates an automobile to perform assigned job duties.

Performs related duties as assigned.

QUALIFICATIONS

Required Education and Experience
Master’s Degree in Human Services, Business Management, Public Health Administration, Juris Doctorate or related field from an accredited college or university
Five (5) years of experience managing behavioral health or a health care compliance program
Three (3) years of experience in staff supervision and management

Preferred Education and Experience
Education or coursework within the legal field
Five (5) years of experience in Mental Health/Public Health Administration, or legal field
Professional experience with accreditation process, National Committee for Quality Assurance (NCQA), Commission on Accreditation of Rehabilitation Facilities (CARF) and Healthcare Informatics

Required Licenses or Certifications
State licensure, certification, or registration for practice of the discipline of the degree
Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

Preferred Licenses or Certifications
Certified in Healthcare Compliance (CHC) from the Compliance Certification Board (CCB)

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES
Knowledge of:
Michigan Mental Health Code rules and regulations
Medical Services Administration (MSA), Medicaid Policies, and bulletins
Prepaid Inpatient Health Plan (PIHP) and Community Mental Health Services Programs (CMHSP) contracts with Michigan Department of Health and Human Services (MDHHS)
Corporate compliance management systems, including reporting procedures and standards related to fraud, waste, and abuse
Accreditation process as it relates to MCCMH services
Applicable computer applications

Skill in:

Excellent written and oral presentation skills
Analyzing information and completing reports
